Rise of the Sun of May - Part 14: The United Provinces (1904-1908)

Welcome to the United Provinces!

In order to commend the creation of a government encompassing all of La Plata and more, with the territories of Argentina, Uruguay, Bolivia, and Paraguay under one banner, Queen Manuela issues the creation of a new flag, with the Sun of May reigning as a symbol of the entire united nation.
With the agreement and backing of current Prime Minister Hipólito Yrigoyen, who was nearly on his way out anyway, Queen Manuela I, now 51 years in age after 31 years and counting of reign, takes place as 'Prime Minister' of the nation until elections within the now fairly massive country could be set up once again.

Manuela mainly seeks to hold the government steady in status quo as it sets up, subscribing to no political party.
A day after the manifestation of the nation, troops in Buenos Aires already proudly fly the new flag.

Meanwhile, Queen Manuela Robustiana de Rosas is sworn in at the Unification Palace as the 1st Prime Minister of the United Provinces. (Fittingly, Queenie is the first female PM of this AAR!)
The new nation sees most unrest (though really not that much) at its extreme edges, especially in the ever revolting Bolivia.
The army, now healed from the previous war, breaks up once again into two sub groups.
Meanwhile, a new government is also taking control in Peru, though a not nice one.

Communists have overthrown the previous leaders there who were friendly to us. Perhaps a new policy towards the country should be carried out fittingly to the new regime.
The economy, fools!
A look at population charts shows clear population centers in Eastern Argentina and Paraguay as well as in Western Bolivia.
First tech of the country!
After the Peru situation, Colombia, also in a similar position to us as well as being our allies, seeks new friendship in Ecuador.
The war situation of the world includes a massive colonial war between the UK and Germany as well as America's war with the Dutch that we totally didn't have a part in.
Manuela faces the same alcohol licensing problems as Prime Minister Yrigo before her, also opting to repeal licensing acts so as to not hurt local economies.
In one of the most hilarious twists of the already hilariously stupid Amerodutch War, 61,000 Dutch soldiers decide to invade Alaska instead of the West Coast, landing at the ridiculously named Dutch Harbor.
A bit of unrest in Southern Madagascar as well, perhaps they want representation in the new country.

Manuela toys with the idea in her head; maybe the addition of a small new state with similar ideals to national norms wouldn't have too much of an affect on Parliament or the Prime Minister other than the gaining of a voice for the people there.
Tens of thousands of Dutch are also actively fighting in Chile.
The British manage a victory against the Germans, expanding their South African colonies.
As some rebels rage in the Brazilian Commune, Bolivian Nationalist rise once again in La Paz.
Meanwhile, more troops are ordered out of Asuncion. These men would be the first in the Platense Army to hail from Paraguay.
Communists seem to be encompassing our whole continent. Successes in Brazil and Peru have inspired even more to rise in Venezuela.
Platense Communists, also inspired, rise out of the North.
Luckily, the border of Paraguay is already secured with forts and protection from Brazil.
General Plaza goes at the rebels, once again displaying his expert military prowess.
As Alaska continues to be occupied, the Dutch soldiers in the region number 81,000.
After looking around Dutch Indonesia to see if they had anymore armies, I peeped a stack of 105,000 British soldiers crammed in Singapore.
After Dutch troops in Chile are obliterated by a newly raised Chilean force, remaining troops seek shelter in the Platense Andes.
After seeing the pointless Amerodutch War might cost him points in the upcoming election, American President William Jennings Bryan calls it off.

Manuela writes a formal apology to the Dutch for managing to involve them in the incident.
Seeking more European allies, Manuela turns to the now Republic of Spain, a close ally of the Dutch, and opens relations with them.
After about 5 very successful battles, the Communists and Nationalists are wiped out within months.
Looking at the immigration map, we see the fall of Peru as a migration magnet with the new Communist leadership.
With culture, Platinean still reigns as a majority in the Provinces, even encroaching on the local Guarani of Paraguay.
Seeking to pass more reforms towards making her monarchy fully constitutional again, Manuela signs into law an act to expand the rights of the populace with the handling of political parties.
Hot tech
Quick overview of current factories:

Total Factories: 26 (11 profitable, 11 closed, 2 unprofitable, 2 in construction)
Even more troops to be recruited.
Manuela blocks attempts of Partido Fascista to once again shove their influence onto our brave soldiers.
Ships are ordered too.
A quick look at the ledger shows Communist nations now numbering 5 in the world, as the Fascists have yet to gain control of a country.
But judging by situations in Honduras, they're pretty close.
Austrians are having similar problems also in their broken country.
After a little over a year of preparations, Manuela announces the elections would take place in February.
The Left Coalition unanimously agree to renominate now 58 year old Hipólito Yrigoyen.

Yrigo is renown across the nation as the brainchild and father of the whole country. It was his ideas that led to the creation of the United Provinces.

He plans on continuing focus on 'people's reforms' which mainly include returning full protection and freedom for the voter under an officially constitutional monarchy.

Partido Socialista once again fails to run a candidate to oppose him, backing his idea of 'people's reforms'.
The National Front picks the 70 year old brother of General Faustino de la Plaza, Victorino de la Plaza.

Victorino is an expert economists whose main stated goal is fully regaining the country's unstable economy that has been fairly worse off since Prime Minister Alvear's leadership.
The Right Direction chooses 36 year old writer and journalist Leopoldo Lugones.

Lugones' writings were one of the inspirations of the growth of Partido Fascista in the country today.

Also from the State of Córdoba like his predecessor Right candidate Mario Tomás Perón, Lugones is a populist who can easily command an audience with both his verbal speech and writings.
10 days after the announcement of the election, General Faustino de la Plaza passes away in Buenos Aires.

His brother Victorino is grief stricken enough to drop out of the Prime Minister race. The National Front attempt to muster up a replacement candidate, but disagreements end in several unrelated candidates being listed on the ballot for the party across different states.
Assistant General Luis Williman takes command of the army now.
By August, Honduras falls to the Fascists, becoming the first nation to do so in the world.
By this time, the UK begin dominionizing everything, starting with Australia.
And even Newfoundland.
Surprise! More rebels.
Anti-Military but not full on Pacifism leads in war debates.
TECHNOLOGY
The Platense Parliament of 1910 is assembled.

Without an election to properly allocate seats for newly gained territory such as Paraguay, Parliament is set at 200 seats to be elected nationwide rather than state by state.

Partido Socialista continues their 18 year domination of legislature as the National Front and Autonomista Nacional falls to their lowest percentages ever.

In fact, the fall of the National Front boosts the Right Direction to take their spot, giving them their most power ever.
Administration and Military Spending budgets slowly crawl back up.
Bam.
The Brits reunite all of Canada into one big ass Dominion.
The first Platense Prime Minister elections end with a massive win for the Father of the Provinces.

Lugones manages to gain footholds in more rural provinces as well as Córdoba, which has become more of a far right stronghold lately.

As for the electoral votes and seat numbers, the population adds up to have exactly 200 (literally a coincidence with my previously temporary numbers for Parliament)
In Buenos Aires, Hipólito Yrigoyen is sworn in as the first Prime Minister of the United Provinces.
In celebration, Yrigo and his party coordinate the passing of an act further giving the public more voting power.
The Platense Army now sits at 57,000 men and the Navy sits at 9 ships after expansions.
The Brits also dominionize South Africa
Yrigo, bringing out his further left side, rids the country of upper class 'clubs' formed to protect their own interests. A true champion of the people!
In Europe, yet another German-French war has begun, with hundreds of thousands of troops on each side.

Meanwhile, Austria has fallen to the Fascists in their time of despair.
Germany, seeing a potential opportunity to expand their war to the French allied Brazil, comes to Yrigo for help.

Yrigo vehemently opposes joining in any European imperialist war that would have no benefit for his people.
Yrigo calls out to the impoverished masses to stand up and support reform. Without pressure, the government wouldn't do anything!
As the potential consequences of loss add up for the French, yet another war begins between the Japanese and Russians.
More troops approved for recruitment.
Seeing unrest grow in South Madagascar due to claims of the 'oppressive' Platense government, Yrigo pulls out Manuela's idea from years earlier.

With the direct approval of the Queen, South Madagascar is given a vote, but it is halved to limit criticisms of the situation so as to not give them 'too much power'. Debuting in Parliament and the PM election by 1914, South Madagascar isn't seen as a threat to Parliament or elections as their ideals seem to match up with national ideals fairly well.
Even the US is having problems with Commies, as an extremist far left leader I believe by the name of Jack Quinlan (ultimately unsuccessfully) gathers men for a revolution right outside the capital.
Meanwhile, Socialist demagogues are supported in Parliament by the PM.
The now fired up left work together to pass a bill instituting healthcare in the Provinces!
Chile is unstable once again. Also with Communists.
Tecnología
General Williman steps down from commanding his massive force in March, being replaced by the brother of the Navy's head Admiral, now General Evaristo Pedernera.
Later that month, Brazil goes bankrupt, and with our money.
The Spanish hop on the attack France train as well.
Germans are once again going hard- just not with status quo as their goal in mind this time.
Spain loses their war because Britain joins but..

France loses the war with Germany big time, being forced to dismantle their entire empire.
Venezuela falls to the Communists by November.
And Peru faces a new Fascist rebellion.

War hawks in Parliament see a repeat of the Bolivian nature of constant rebellions.
By December, the terms of the French peace are decided at the Treaty of Paris (1911).
And so it begins- first, Egypt is released from the French holdings on the Sinai Peninsula.
Algeria is released out of a majority of France's Northern African holdings.
Even St. Pierre & Miquelon is given to Canada.
Guyana is released out of French Guiana, given our continent another legitimate government to combat the Communists.
Tech break.
The Platense Parliament of 1912 is assembled.

Fairly few changes since the last assembly, gains are mainly made by the Right Direction as they pull further ahead of the National Front in power.
Back to the losses of France, according to the Treaty, Belgium is to be given a majority of French colonies around the world due to their neutrality in the whole French-German affair, starting with the Antilles.
And in Guinea.
And Madagascar, giving us a friendly border on the continent since Belgium is also in the influence of the Dutch. A nice change since the previous French attempts to infringe on our land.
And Cambodia.
And the Pacific islands.
And finally, back to mainland France.

Germany gains land in the East, Brittany is released in the West, and Belgium is given land in the North expanding their Flanders holdings.
Meanwhile, Platense eyes turn to the weak government of Communist Peru.

Parliament suggests invasion of the country to liberate them similarly to the Bolivians.

Yrigo, though opposed to the blunt idea of invasion, is ensured by war hawks that any invasion would be quick, easy, and result in relatively low loss of life. After all, Yrigo doesn't want to lose his image as the People's Minister by not interfering and helping the people in a volatile region.

Parliament debates for weeks on the issue. Similar debates occur in the Prime Minister's mind.
