Rise of the Sun of May - Part 15: Prime Minister Queen (1908-1912)

Prime Minister Yrigo eventually caves to the Parliament hawks, ordering the troops to move North towards Peru for war preparations.
Meanwhile, instability continues in Chile. This time, Militant Socialists have risen in the Northern regions.
In Europe, a crisis has broken out in Yugoslavia.

The people of Bosnia are rallying for independence in the center of the fairly new nation.
Back home, voting rights rallies continue all across the country, just as they have for the past decades as the government slowly crawls towards full constitutional voting rights and protections.
Germany has decided to back the Bosnians in the crisis, while, worryingly, the Dutch have backed Yugoslavia.

Of all the things Yrigo doesn't want in his legacy, Platense involvement in a massive international conflict has to be up there.
As the situation ramps up, the Dutch add the acquiring of German Mali to their demands, and are now joined by Italy on their side.
On May 11th, Yrigo declares war on Peru, declaring intentions to delegitimize the Peruvian Communist regime.

Though Yrigo wants to keep the demands at the ideological level, it is clear that several factions of Parliament wish to take the war further into physical capturing of Peruvian land.
The Peruvians are easily outnumbered by the coalition of the Provinces, Calabar, Colombia, and the Dutch.

The Dutch, with superior administration and organization, are put 'in control' of the war.
The reserves begin to raise as the first victory is witnessed in Puno against Peruvian rebels.

The Generals see success in the East as the rebels see success in the West- especially in the capturing of Lima.

The coward Communist regime moves into the mountains.
Without consulting the Prime Minister, a majority of Parliament passes through their intentions for the war.

The region of Arequipa is added to the demands as Yrigo has no way of pulling out without seeming like a coward in the face of a Communist enemy.
The first battle against the actual forces of the Communist government is a great success in the mountains of Cusco.
The front pushes Westward as reserves begin to join the main army.
Finally, recon units are able to shed light on the true size of the Communist military.

38,000 Peruvian troops move Southward.
Luckily, after months of back and forth, Germany decides to give up the crisis in fear of future conflict.

The Dutch still gain more land in West Africa from the situation.
The Peruvians are joined by more forces by August, now numbering 49,000.
Shockingly, the rebels eventually find a execute the remaining Communist government in the Andes, setting up a very unstable 'Republic' in the Communist wake in Lima.

Yrigo expresses his wishes to halt the invasion now, but both the Dutch and the Parliament ignore him.
Within weeks, Fascist rebels have already risen in the new government's Northern reaches.
As Peruvian troops in Lima move dangerously close to our invasion forces, the Dutch have appeared off the coast.
76,000 of the helpful bastards land in the North.
Meanwhile, the Colombian army doesn't lift a finger as several thousand Peruvians appear in the Southern jungles.
Seeing the Peruvians march East, General Mitre sees an opportunity to attack the now open capital.
But is surprised when the Peruvians turn around and move back towards the city, engaging the approaching Platense forces in a surprise attack.
As almost all Platense reserves and armies are moved into the province, the battle rages for several weeks.

By the end, a devastating 31,000 brave soldiers are lost as they manage to successfully route the Peruvians.

Yrigo sceptics are reminded of the Battle of Santiago where a similar number of men were lost due to incompetence. The aforementioned battle even occurred under Yrigo's first term as Prime Minister of the former government of Argentina.
Lima eventually falls as the army tries to recuperate there away from the 50,000 man Peruvian force.

Luckily, after over a month of status quo, the Dutch manage to convince the new Peruvian government to surrender.

The Dutch also comply with Parliament's demands for Arequipa, seeing potential in having a friendly port on the Western coast of the Americas.
As the reserves are lowered and the main army is moved back to base, Arequipa is granted statehood in the Provinces.
Seeing dropping approval ratings due to losses in the war, Parliament passes new political party reform.
On the bright side after a dark war, new reports show successes in the Southern Madagascar territory, attracting more and more immigrants to the rich land and mountains of the area.
Calls from the French people show support for a removal of the monarchy that led to the destruction of their empire.

They are ignored, however, and the stuck up leaders ignore any criticisms received from their actions in the German-French War.
Looking at world affairs, there are now 7 Communist governments- all dictatorships. The fact that none are democratically elected in a Republic shows the pitfalls of the ideology.
Also, 3 Fascist governments exist, with only 1 being elected.

The Platense Parliament of 1914 is assembled.

After a loss filled and what many consider a useless war, more and more people vote further left, seeing Yrigo and the Left Coalition as 'false champions of liberty'.

The great victory for Partido Socialista puts the Red Bloc at an unprecedented 62 seats.
Several quiet months later, the elections begin.
The Left Coalition are pressured this election to come up with a candidate much more peaceful with much more integrity than Yrigo.

Their choice is 30 year old Roberto Marcelino Ortiz, a member of Unión Cívica Radical and an adamant pacifist.

Ortiz's plans were simple- the Provinces would not engage or join in any war or conflict at all if he were elected.
The Red Bloc, realising their mistakes in the past elections by showing support for Yrigo and not running a candidate, renominate a previous pick of theirs.

Now 49 year old Juan Bautista Justo, formerly the nominee of the Socialists in the 1900 elections, will join the race.

Justo runs on his previous promises such as expanding educational budgets, social welfare, and his most controversial position of prohibition.
The National Front picks 47 year old lawyer and hardline Catholic Manuel Montes de Oca.

Oca wishes to bring the Provinces to the national stage in a dominant fashion, focusing on foreign relations- especially with European powers.
The Right Direction renominates the fairly successful and now 40 year old Leopoldo Lugones from the last election.

Lugones is a populist, able to easily garner support through speeches and writings due to his experience as a journalist and author.

For the first time ever, the election was a 4 way race.
I noticed while looking at the cultural map that Platense culture is slowly expanding, swallowing up the Guaranis of Paraguay especially.
In Europe, the Fascist dictatorship of Austria loses control of their split off Western lands.

The Republic of Galicia-Lodomeria (pictured in pink) successfully ventures into the world of democracy.
There are even Communists in the deserts of Arabia!
The results roll in by October, showing the closest election in the country's history.

Lugones manages nothing special for the Right Direction.

Oca is able to appeal to the Catholic masses in Asunción, easily bagging Bajo Paraguay. Also, he gains the newly suffraged South Madagascar (who only are granted half the seats/votes that their population would grant them as a state) by appealing to new hardline coverts there.

The real race is between Ortiz and Justo.

Justo manages a big win in Bolivia and the new state of Arequipa due to the population's hostility to Yrigo's party for killing their people. Meanwhile, Ortiz gains big wins on the East coast, with only 2 electoral votes more than Justo.
For days, the Parliament is thrown into a frenzy to decide who would serve next.

Finally the situation comes to a vote.

The Right Direction completely abstains, refusing to show up with their 46 seats.

The National Front also have a substantial boycott within Autonomista Nacional, with only 11 A.N. seats showing up along with the 10 Unión Cívica Nacional seats. The remaining seats back the Left Coalition since backing the Red Bloc would give them a bad reputation in their own party.

Of course the Red Bloc and Left Coalition show up strongly backing their respective candidates.

The votes are tallied: 69 Ortiz (34.5%), 62 Justo (31%), 69 Abstain (34,5%)
It is official, Roberto Marcelino Ortiz is now the second Prime Minister of the United Provinces.

One of Ortiz's first actions is to implement a policy encouraging intellectuals to further educate the nation.
Safety and health restrictions are also placed on the industrial complex after several questionable incidents.

The Platense Parliament of 1916 is assembled.

Unión Cívica Radical sees massive growth due to the success of Ortiz and his peace policies.

However, Partido Socialista continues their massive growth witnessed before.
Ortiz's peace is contagious- not a single war in the world.
Ortiz also reaches an agreement with the Queen. Together, they would force the passing of a press rights bill in Parliament this year, then allow Parliament a choice on going forward in press rights by the next year.
Ortiz also begins working on prison reform.
In Europe, France regains Brittany after a referendum in the country.
The Communist nations in the world have sadly expanded after the ideology broke into the Caribbean.

Now, Communists are in control of 9 governments, with only 1 not being a dictatorship.
Meanwhile, the Fascists are still at 3 with 1 democratically elected.

Greece, formerly governed by elected Fascists, has actually managed to peacefully elect another party.

Ortiz also decides to back off 'marketing' for railroad companies, forcing them to become more independent in their affairs.
After a year of censored press, Parliament decides to fully free it after the deadline set by the Queen and Prime Minister is met. Their plan was a rousing success.

Two massive armies sit on their borders, but lucky for them, Papa United Provinces has good relations with both.
I peeked at Islas Malvinas to discover 97% are Brits!

It seems like I might not be able to reel the islands in during this AAR sadly, the UK is too god damn big.
By May, Ortiz's economic policies have managed to build up $130k in the bank- the most ever in our history.
In August, another crisis breaks out in Yugoslavia.

A small region in the East with an autonomous government known as the 'Banat Republic' argues that they are oppressed by their Yugoslav superiors.

Yugoslavia has cracked down on the Banats after an incident on August 6th 1917 in Belgrade where Yugoslav Prince Regent Alexander I was assassinated by a Banat nationalist, bringing the issue to the international spotlight.
The UK backs the Banats as Germany backs the Yugoslavs with Dutch support.

The world watches as Italy could be the single nation able to change the course of the conflict by backing either side.

Meanwhile, the Russian Empire is annexing Communists further East.
On October 27th, Italy announces that they back the UK in the conflict.

After this and the addition of a territory-gaining war goal by the Brits, the conflict begins to look more serious.

Shockingly, the ability to hold peace when in power is a great boon to the Left Coalition- so much so that they overthrow the 24 year reign of the Red Bloc in Parliament.

On March 13th 1918, after attempts of diplomatic solutions fail, Yugoslavia sends an ulitmatum to the Banat government for them to dissolve or face war.

Unwilling to back down regardless of Banat's answer to this question, the United Kingdom declares war on Yugoslavia, dragging Italy in with them in the fight against Germany and the Netherlands.

A Great War has begun.
